The Strategic Ohio Council for Higher Education (SOCHE) invites you to join us for a FREE virtual session, “Success Strategies for Implementing Workforce Pell,” on Tuesday, Aug. 11, from 12-12:45 p.m. ET via Zoom. Amy Shaffer, Senior Director of Legal Services and Program Implementation at Ohio Department of Higher Education, will lead this informative discussion on how institutions can successfully prepare for and implement Workforce Pell.

The recent expansion of Pell Grants to include eligible short-term workforce training programs presents new opportunities for colleges and universities to expand access to high-quality, career-focused education. Workforce Pell enables eligible students to use federal Pell Grant funding for approved short-term programs that prepare learners for in-demand occupations, creating new pathways to workforce success while helping institutions meet regional talent needs.

Amy will provide an overview of the Workforce Pell program, followed by examples of successful implementation efforts, lessons learned, and promising practices from across the country, including initiatives underway in other states. The session will conclude with time for audience questions and discussion, giving participants the opportunity to explore practical considerations for their own institutions.

Whether your institution is just beginning to explore Workforce Pell or is actively preparing for implementation, this session will provide valuable insights and practical strategies to support your planning efforts.

About the Presenter

Amy Shaffer, JD
Senior Director, Legal Services and Program Implementation
Ohio Department of Higher Education

Amy Shaffer serves as the Senior Director of Legal Services and Program Implementation at the Ohio Department of Higher Education. She began her career at ODHE in 2008 as a staff attorney and later served as assistant general counsel. After leaving the agency during the pandemic to teach 8th grade English, she returned to ODHE in 2023, where she now leads Workforce Pell implementation among a range of legal and programmatic responsibilities supporting the agency.

In addition to her work at ODHE, Amy is an elected member of her local school board. She holds a Bachelor of Arts in Journalism and Political Science from Miami University and a law degree from the University of Kansas.

The purpose of a SOCHE Council or Committee is to provide an opportunity for representatives from higher education to be a resource for one another, share information and best practices, identify common challenges, and, ultimately, broaden awareness of the resources, services, and activities in higher education. SOCHE is also dependent upon the Councils and Committees for substantial input on annual professional development programs.
